Your Responza installation consists of portals and knowledge bases. 

• Your knowledge base is the 'container' which holds the sections and the text, images, attachments etc.
• Your portal displays the content of the knowledge base

You can connect more portalt to a knowledge base if you want to display the content of the knowledge base (or parts of the content) in more portals. However, a knowledge bse is typically connected to just one portal.

To create a knowledge base and a portal you must therefore first create a knowledge base and then create a portal.
